Bloom Volunteering

I’m Jennie Mann, a charity sector leader with over 20 years’ experience driving positive change across national and local organisations. Through my consultancy, Bloom Volunteering, I help charities and values-led organisations reimagine how they engage, support and grow their volunteer communities.

I specialise in change management, unpicking what’s not working and helping teams build something better—something more inclusive, effective, and joyful. I’m not afraid to challenge the status quo, especially when outdated systems or assumptions are holding back impact. I bring fresh perspective, honest insight, and practical solutions grounded in real-world experience.

At Bloom, I offer strategic and hands-on consultancy—whether that’s auditing your current approach, creating a bold new volunteer strategy, designing inclusive pathways, securing funding, or transforming systems. I know what good looks like in volunteering, and how to get there.

Volunteering is one of the most powerful tools we have to build stronger communities. I’ll help you harness that power—by making sure your volunteers feel valued, supported, and inspired.

Experience

I’ve held senior leadership roles at Girlguiding UK, Home-Start UK, The Children’s Trust, and Oxfam—developing national volunteering strategies, leading complex change, and growing volunteer impact at scale.

Over the past 18 months, I’ve supported Home-Start Cymru in a consultancy role, leading strategic and operational improvements that have grown volunteer numbers by 12%. I’ve helped deliver a full digital transformation, introduced new systems to measure impact, and secured grant funding to strengthen volunteering and family support services.

Across my career, I’ve consistently transformed volunteering services—making them more inclusive, efficient, and impactful. I bring clarity to complexity, work collaboratively, and support organisations to evolve their volunteer offer without losing sight of their mission and values.

I believe that system change is essential if we’re serious about reversing the challenges facing volunteering today. That means rethinking outdated models, tackling power imbalances, and designing infrastructure that enables communities—not controls them. I’m bold, innovative, and unafraid to challenge the status quo when it stands in the way of progress.

My work is rooted in a belief in community-driven volunteering—where people are trusted, supported, and empowered to take action in ways that matter to them. I’ll help you build the systems, strategies and culture that make that possible.
